Imposes a $10 fee on companies or special inspectors who file reports using the paper form instead of the electronic system, with fees deposited into the building safety account.

Clarifies that the $10 filing fee is separate from other inspection fees under AS 18.60.360 and updates appropriation language to account for the new filing fee revenue.

Applies retroactively to all inspections begun on or after the act's effective date.
