Amends AS 44.23.020(e) to expand the Department of Law's public advocacy function for regulatory affairs to include matters before the Federal Energy Regulatory Commission (FERC), in addition to the existing Regulatory Commission of Alaska.

Authorizes the attorney general to participate as a party in FERC proceedings when the attorney general determines participation is in the public interest.

Requires the attorney general to consider the same public interest issues that the Regulatory Commission of Alaska must evaluate under AS 42.05.141(d) when determining whether to participate in FERC matters.
