Replaces fixed penalty amounts with a regulation-based framework for occupational safety and health violations in Alaska.

For willful or repeated violations, establishes penalties determined by regulation with a minimum penalty of $5,000 for willful violations unless a settlement is negotiated.

For serious violations, penalties are set by regulation up to a maximum amount; for non-serious violations and posting requirement violations, penalties are established by regulation up to $7,000 per violation.

Requires the Department of Labor and Workforce Development to establish penalty amounts by regulation that cannot exceed corresponding federal penalties under 29 U.S.C. 666, including any federal inflation adjustments.

Applies to violations occurring on or after the effective date of the law; authorizes the Department of Labor and Workforce Development to adopt implementing regulations immediately.
