Expands veteran designation on identification cards and driver's licenses to include Hmong veterans and Lao veterans who served in military operations supporting the United States in Laos between February 28, 1961, and May 15, 1975, with no fee for the designation.

Authorizes special motor vehicle registration plates for recipients of the Bronze Star (awarded for valor), Silver Star, Navy Cross, Distinguished Service Cross, Air Force Cross, and Coast Guard Cross, with design and color determined by the commissioner in consultation with the Department of Military and Veterans' Affairs.

Permits issuance of special registration plates for recipients of other awards reflecting valor issued by the armed forces, excluding Purple Heart recipients who have existing plate eligibility.

Establishes special request specialty organization registration plates for tax-exempt organizations, state departments, and municipalities, with requirements for 50 vehicle registrations and organizational standards prohibiting offensive content.

Sets registration plate fees at $30 for most special request plates (valor awards, veterans, Iditarod finishers, specialty organizations) and $50 for custom collector vehicles and Iditarod finishers, effective January 1, 2018.
