Increases salmon hatchery permit application fees from $100 to $1,000 and authorizes the Board of Fisheries to direct harvest of enhancement project fish consistent with sustained yield principles.

Extends income tax exemptions to nonprofit corporations holding shellfish enhancement permits under AS 16.12.010 for income from shellfish sales and cost recovery fisheries, mirroring existing exemptions for salmon hatchery operations.
