HB 131 Summary

• Amends AS 34.60.010 to clarify that relocation assistance applies to persons displaced by federally assisted public construction and improvement projects and programs.

• Modifies AS 34.60.040(c) to allow displaced business and farm owners to receive a fixed payment determined by state agency, subject to limits under 42 U.S.C. 4622(c).

• Updates AS 34.60.040(d) to cap reestablishment expenses for displaced farms or businesses at the amount in 42 U.S.C. 4622(a)(4) [$10,000].

• Reduces the ownership requirement for displaced homeowners from 180 days to 90 days in AS 34.60.050(a) and AS 34.60.060 to qualify for additional housing payments not exceeding $22,500 for homeowners or $5,250 for tenants and others.

• Makes the act retroactive to October 1, 2014 and effective immediately.
