Removes the requirement that individuals found to have neglected, abused, or exploited a child or vulnerable adult be disqualified from Department of Health and Social Services licensure or payment.

Eliminates the centralized registry established under AS 47.05.330 as a basis for disqualification from DHSS licensing, certification, or payment eligibility.

Retains medical assistance fraud convictions as a disqualifying factor for DHSS licensing and payment eligibility.

Repeals AS 47.05.330 (the centralized registry statute), AS 44.62.330(a)(41), and AS 47.32.140(d)(12) in their entirety.

Modifies hearing procedures under AS 47.32.150(b) to remove reference to subsection (12) of enforcement actions eligible for hearing review.
