Second class boroughs may establish service areas for emergency services within state highway corridors where no voters reside, funded by ordinance without property tax authority.

Service area boundaries are limited to highway corridors and publicly owned property adjacent to corridors necessary for emergency response equipment and personnel.

Municipalities may exempt or defer taxes on economic development property for a designated period, with removal of the five-year limitation previously stated in law.

Municipalities may exempt up to two percent of assessed structure value if the structure contains an approved, operating fire protection system installed before or after January 1, 1981.

The Act takes effect immediately upon passage.
