Repeals Alaska's certificate of need program for health care facilities, effective July 1, 2019.

Removes references to the certificate of need requirement from statutes governing health care facility licensing and compliance.

Allows the Department of Health and Social Services to not revoke, enforce, or modify certificates of need issued before the effective date.

Makes conforming amendments to nursing overtime regulations and definitions of residential psychiatric treatment centers in AS 18.20.400 and AS 18.20.499.

Repeals Section 4, Chapter 275, SLA 1976 and multiple sections of AS 18.07 and AS 21.86 that established and governed the certificate of need program.
