Establishes the Holitna River Basin Hunting, Fishing, and Trapping Reserve comprising specified state-owned land and water across 83 township parcels in southwestern Alaska.

Directs the Department of Fish and Game and Boards of Fisheries and Game to manage fish and wildlife resources to prioritize high levels of human consumptive use while maintaining historical and sustainable harvest levels.

Authorizes predator control and population management actions as necessary to support human harvest levels, with management decisions protected from legal challenge unless found ineffective based on substantial evidence.

Prohibits eminent domain acquisition of private land within the reserve but allows voluntary purchase or exchange; guarantees public access by boat, aircraft, and vehicle while permitting regulatory restrictions.

Requires Department of Fish and Game approval before oil and gas exploration or development can proceed, with approval contingent on demonstrating compatibility with reserve purposes.
