Repeals the Administrative Regulation Review Committee and eliminates the requirement for agencies to submit adopted regulations to the committee within 45 days of adoption.

Removes provisions requiring regulation notice to be furnished to the Legislative Affairs Agency and the Administrative Regulation Review Committee.

Allows standing committees of the legislature to review proposed or adopted regulations consistent with their jurisdiction, without requiring advance notice of proposed action.

Eliminates the requirement for bills introduced by the Administrative Regulation Review Committee to receive special inscription when delivered to the rules committee.

Updates statutory references throughout Alaska law to change the range of applicable Administrative Procedure Act sections from AS 44.62.010 - 44.62.320 to AS 44.62.010 - 44.62.319, removing outdated references to repealed provisions.
