Authorizes the Department of Corrections commissioner to enter into contracts or cooperative agreements with public agencies, private organizations, or individuals for productive employment of prisoners in performing services or producing articles, materials, and supplies.

Requires private contracts to compensate the commissioner at least the minimum wage specified in AS 23.10.065 for each hour worked by a prisoner, with payment due weekly or on another schedule as specified in the contract.

Permits the commissioner to sell prisoner-produced products or services to public agencies, private organizations, or individuals at prices based on fair market value, after consulting with state industry representatives to minimize negative economic effects.

Adds receipts from Department of Corrections contracts under this authority to the list of funds that may be retained by the department rather than transferred to the general fund.

Takes effect July 1, 2017.
