Ratifies the Agreement Among the States to Elect the President by National Popular Vote interstate compact, which becomes operative when states cumulatively possessing a majority of electoral votes enact it.

Requires each member state to conduct a statewide popular election and appoint presidential electors based on the national popular vote winner rather than the state's popular vote winner.

Directs the chief election official of each member state to determine the national popular vote total across all states and designate the presidential slate with the largest national total as the "national popular vote winner."

Modifies Alaska election law to designate the elector slate associated with the national popular vote winner when the compact is in effect, superseding the requirement to certify the candidate receiving the largest number of state votes.

In case of a tie for national popular vote winner, directs certification of the elector slate receiving the largest number of popular votes within the state.
