Establishes separate travel allowances and per diem allowances for legislators and legislative employees, replacing the previous combined per diem policy.

Grants legislators the ability to receive per diem allowances during legislative sessions as recommended by the State Officers Compensation Commission, subject to legislative disapproval and appropriation.

Requires the Alaska Legislative Council to adopt policies governing both moving expense reimbursement and travel allowances for all legislators and legislative employees.

Expands the State Officers Compensation Commission's duties to recommend per diem allowances during legislative sessions in addition to compensation rates and benefits.

Repeals AS 24.10.130(b) and updates references to eliminate the previous "applicable per diem allowance policy" language throughout the statutes.
