Amends AS 24.10.060(c) to require legislature employees' wage plans include limitations on pay increments comparable to those in AS 39.27.011(h).

Modifies AS 39.27.011(h) to provide 3.25 percent pay increments to employees who have remained in the final step of a salary range for 2, 4, 9, or 13 years, eliminating automatic biennial increments thereafter.

Requires employees to have worked continuously for the state for seven years and have a current annual performance rating of "good" or higher to be eligible for pay increments.

Establishes transition provisions for current employees: those in the final salary step for 13 or more years are ineligible for increments; those in the final step for fewer than 13 years remain eligible under the new rules.

Takes effect July 1, 2017, applying to contracts entered into on or after that date.
