Adds "sexual orientation" and "gender identity or expression" as protected classes to Alaska's discrimination laws across employment, credit, housing, and public accommodations.

Defines "sexual orientation" as heterosexuality, homosexuality, and bisexuality; defines "gender identity or expression" as having or expressing a gender regardless of whether it differs from sex assigned at birth.

Expands the State Commission for Human Rights' duties to study discrimination problems and publish findings related to sexual orientation and gender identity or expression.

Provides religious organization exemption allowing religious organizations to discriminate based on sexual orientation and gender identity in employment relationships with ministers.

Changes statutory language from "upon" to "based on" in bona fide occupational qualification provisions for consistency with new protected class language.
