Authorizes the Department of Education and Early Development to establish fees by regulation to cover the cost of school bus inspections required under AS 14.09.030(b)(2).

Requires school bus operators to pay the inspection fees established under this authority.

Designates fees collected for school bus inspections as program receipts under AS 37.05.146(b).

Applies only to contracts for school transportation entered into on or after the effective date of the Act.
