Amends AS 44.62.210(a) to require state agencies to provide the opportunity for oral comments when requested, removing the option for agencies to deny oral presentations during regulation adoption, amendment, or repeal proceedings.

Maintains the existing requirement that agencies accept written statements, arguments, and contentions from interested persons or their authorized representatives.

Requires agencies to consider all factual, substantive, and relevant matter presented and give special attention to the costs imposed on private persons by proposed regulatory actions.

Repeals AS 41.21.123(b), which contained provisions related to oral comments in a different regulatory context.
