Expands the definition of "veteran" throughout Alaska statutes to include members of the Commissioned Corps of the United States Public Health Service and the National Oceanic and Atmospheric Administration Commissioned Officer Corps.

Adds new definitions of "uniformed services" in multiple chapters to encompass armed forces, USPHS Commissioned Corps, and NOAA Commissioned Officer Corps.

Extends veteran benefits and preferences to USPHS and NOAA officers, including death certificate issuances, loan programs, tax assessments, employment preferences, vehicle registration plates, and identification card designations.

Applies changes across numerous statutes governing vital records, housing loans, disability benefits, procurement preferences, professional licensing, and veterans' advisory boards.

Maintains existing eligibility requirements such as honorable discharge status and state residency for all veteran benefit programs.
