Amends the commissioner of natural resources' duties to include promoting both commercial and noncommercial agricultural industries in Alaska

Allows individuals to give or exchange seed noncommercially with others for legal use in the state under AS 03.20.110

Authorizes establishment of community seed libraries where individuals may give or exchange seed for home, educational, charitable, or noncommercial use, with specific labeling requirements for packaged seed

Limits noncommercial seed transfers to 100 pounds per recipient and exempts community seed libraries and noncommercial transfers from commercial seed regulations, except for patented varieties, misrepresented seed, and noxious or restricted species

Requires the Department of Natural Resources to publish information about community seed libraries on its website, provide an online registration form for noncommercial seed exchanges, and advise persons establishing or operating seed libraries
