Establishes a top two nonpartisan open primary system where all voters can vote for any candidate regardless of party affiliation, and only the two candidates receiving the most votes advance to the general election.

Eliminates party-specific primary ballots and allows candidates to designate their political party affiliation or choose nonpartisan/undeclared designation on ballots, with required disclaimers that such designation does not imply party endorsement.

Repeals the special runoff election process for U.S. senator and U.S. representative offices, replacing it with a primary election followed by a special election.

Modifies appointment procedures for election officials and Alaska Public Offices Commission members to base selections on the two political parties or groups with the largest number of registered voters, rather than election vote totals.

Takes effect January 1, 2020, and requires the director of elections to conduct voter education about the election system changes for at least one full election cycle.
