Amends AS 42.05.296 to require the commission to adopt regulations mandating telecommunications utilities provide services to deaf, hard of hearing, and speech disabled subscribers enabling communication with persons of normal hearing.

Expands service requirement language from "telephone" to broader "telecommunications" services and devices to accommodate modern communication methods.

Requires cost recovery through surcharges added to each telecommunications service rate, with the commission to hold hearings determining the most cost-effective service delivery method.

Establishes eligibility for disabled subscribers based on certification by a licensed physician, speech-language pathologist, audiologist, Department of Health and Social Services, or recognition as an organization representing the deaf and hard of hearing.

Effective date: July 1, 2017.
