Establishes a remote recreational cabin staking program allowing prospective purchasers to stake desired state land parcels and apply to purchase them at fair market value as determined by appraisal.

Requires applicants to stake a parcel and submit a purchase application within 30 days, with the commissioner determining qualification and parcel availability within 30 days and issuing a deed within 30 days of payment.

Limits parcels to a maximum of 2.5 acres, with water frontage restricted to 300-400 feet, only one parcel per 10 acres of lake water, and river parcels must be at least two meander miles apart.

Restricts eligibility to Alaska residents at least 18 years old who have lived in the state for one year before application and have not previously purchased land under this program.

Requires purchasers to pay for or reimburse the state for appraisal, survey, and platting costs, which must be completed within 12 months.
