Amends AS 08.18.161 to clarify that low-voltage projects (56 volts or less) with aggregate contract prices under $10,000 are exempt from contractor licensing requirements, with exceptions for work that is part of larger operations or divided contracts to evade the chapter.

Requires contractors performing low-voltage work priced at $2,500 or more under the exemption to maintain public liability and property damage insurance with coverage amounts specified in AS 08.18.101.

Amends AS 08.40.190(b) to add exemption from electrical administrator requirements for installation, maintenance, and repair of low-voltage telecommunications, broadband transmission, and video services, where "low voltage" means 56 volts or less.

Updates language in existing exemptions from "upon" to "on" in two locations regarding commercial property maintenance and rural construction work.
