Removes legislative approval requirement for Alaska Railroad Corporation board decisions to exchange, donate, sell, or encumber its entire interest in land, allowing board approval alone.

Delegates leasing, easement granting, and permit issuance authority to the corporation's chief executive officer, subject to AS 42.40.350(b) and (d).

Requires the corporation to publish public notice and notify persons with leasehold interests before disposing of or encumbering entire land interests.

Mandates separate accounting of proceeds from land sales or disposals with annual reporting to the corporation's annual report under AS 42.40.260.

Repeals AS 42.40.285(1) and 42.40.285(4) and becomes effective immediately upon passage.
