Amends AS 23.15.630(a) to clarify that the state training and employment program collects one-tenth of one percent of wages from employees not exempt under the new exemption provision.

Adds new subsection AS 23.15.630(d) allowing employees to elect written exemption from the one-tenth of one percent wage collection, with the department notifying employees through printed statements supplied to employers.

Amends AS 23.15.835(a) to clarify that the Alaska technical and vocational education program collects 0.16 percent of wages from employees not exempt under the new exemption provision.

Adds new subsection AS 23.15.835(i) allowing employees to elect written exemption from the 0.16 percent wage collection, with the department notifying employees through printed statements supplied to employers.

All exemption elections must be written, signed by the employee, and delivered to the commissioner using methods determined by the department.
