Requires nonresidents hunting caribou from the Porcupine, Teshekpuk, Central Arctic, or Western Arctic herds to be accompanied by a qualified guide, resident spouse, or resident relative.

Mandates nonresidents applying for big game tags to furnish an affidavit to the state confirming they will be personally accompanied while hunting by a qualified person.

Makes falsification of the required affidavit guilty of perjury under Alaska Statute 11.56.200.

Establishes penalties for violations as a misdemeanor punishable by imprisonment for up to one year, a fine of up to $5,000, or both.

Requires applicants for nonresident hunt permits to provide proof of prior authorization to use federal, state, or private land where the hunt will occur.
