Authorizes the department to require school construction projects to include regionally based model standards or use previously approved design plans and building systems that would result in capital or operating cost savings

Clarifies that the regional educational attendance area and small municipal school district fund is to be used for both school construction and major maintenance projects, with school construction as the primary function

Changes reporting requirements to require annual February reports (instead of beginning in 2013) on the effectiveness of school construction and major maintenance funding, including analysis of funding sources and fiscal effects
