Adds new paragraph (90) to AS 37.05.146(c) designating specific fees, receipts, income, and monetary recoveries collected by the Department of Health and Social Services as program receipts, including vital statistics fees, Medicaid recoveries, foster care income, health center fees, and child support collections.

Expands the commissioner's authority under AS 44.29.022(a) to establish reasonable fee schedules for services under additional statutory provisions including AS 44.29.020(a)(14) and public health programs under AS 18, while maintaining that fees cannot exceed the actual cost of providing services.

Requires the commissioner to consult with stakeholders and conduct at least one public meeting, with 30 days' notice, before establishing fee schedules for services under AS 44.29.020(a)(14) or AS 18 programs without existing fee regulations.

Repeals 12 existing paragraphs from AS 37.05.146(c) (paragraphs 42, 59-67, 71, and 88) to consolidate and streamline prior fee and receipt provisions into the new paragraph (90).
