Authorizes the Department of Natural Resources to sell "Alaska Grown" promotional merchandise and charge fees and license fees for such sales, with preference given to U.S.-made products from Alaska bidders or prison labor programs.

Adds "farm touring" to the definition of recreational activity protected from civil liability, defined as briefly visiting a farm to observe agricultural operations without receiving pay.

Requires municipalities receiving state funds to purchase in-state agricultural products if priced within 7 percent above out-of-state equivalents, and permits purchases up to 15 percent above market price for like-quality products.

Requires municipalities receiving state funds to purchase fisheries products harvested or processed in-state if priced within 7 percent above equivalent outside products, with discretionary purchasing allowed up to 15 percent premium pricing.

Modifies state procurement preferences for agricultural and fisheries products to allow price premiums ranging from 7 to 15 percent for in-state products and requires written certification when out-of-state products are purchased instead.
