• Requires background investigations including state and national criminal history record checks for state employees whose job duties require access to federal tax information

• Requires background investigations including state and national criminal history record checks for contractors with the state whose duties require access to federal tax information

• Establishes that agencies must develop written policies with procedures and criteria for background investigations, including a requirement to conduct reinvestigations no later than 10 years after the previous investigation

• Makes background investigation information confidential and allows agencies to share an employee's background investigation with another agency only with the employee's written approval if the employee applies to work elsewhere with federal tax information access

• Takes effect July 1, 2018
