Amends AS 09.45.169(2) and AS 34.35.950(d)(2) to add "municipal ordinance" to the definition of nonconsensual common law liens, clarifying that such liens must be provided for by specific state, federal statute, or municipal ordinance.

Modifies AS 11.46.560(a) to make it a crime to present a lien for recording with reckless disregard that it is not authorized by state or federal statute or municipal ordinance, expanding criminal liability for false lien filings.

Expands municipal powers under AS 29.35.010 to explicitly authorize municipalities to create, record, and enforce liens on real or personal property for unpaid utility fees, costs of abating unsafe buildings, and other municipal charges through ordinance.

Establishes priority hierarchy for municipal liens recorded under this authority, giving them priority over all other liens except property tax liens, previously perfected liens, state law superior liens, and mechanics' or materialmen's liens recorded before the municipal lien.
