Changes terminology in AS 11.51.100(b) from "minor" to "child" for the crime of endangering welfare in the first degree.

Adds a new prohibited conduct: parent, guardian, or caregiver of a child under 16 who secludes, restrains, or places the child in a cage or similar structure under circumstances creating substantial risk of physical harm or mental injury.

Creates exemption allowing seclusion or restraint if the parent, guardian, or caregiver reasonably believes there is a risk of injury or harm to the child, adult, or others.

Creates exemption for restraint or seclusion of a child in compliance with AS 14.33.125 (school discipline regulations).

Applies new provisions only to offenses committed on or after the effective date of the Act.
