Establishes legislative finding that collecting customer personal information by telecommunications or Internet service providers without express written consent is an unfair and deceptive trade practice vitally affecting public interest.

Prohibits telecommunications and Internet service providers that have franchise agreements, right-of-way agreements, or use facilities subject to such agreements from collecting customer personal information without express written approval.

Prevents providers from refusing service to customers solely because they have not approved personal information collection.

Defines "telecommunications service" as communication by cable, telegraph, telephone, or broadcast.

Designates violation of the collection restrictions as an unfair trade practice under Alaska's consumer protection laws; applies to contracts entered into on or after the bill's effective date.
