Reduces the Alaska Commercial Fisheries Entry Commission membership from three to two members appointed by the governor and confirmed by the legislature in joint session.

Allows a single commissioner to exercise all powers and duties of the commission during a vacancy.

Reduces commissioner salary compensation from Range 27 to Range 25 of the state salary schedule in AS 39.27.011.

Establishes that in case of a tie vote between commissioners in an adjudicatory proceeding, the hearing officer's decision becomes the final administrative decision subject to superior court review.

Requires show cause hearings to be conducted before a quorum of commissioners except when there is a vacancy on the commission.
