Amends AS 29.35.620 to restrict port authorities that have not previously issued bonds or bond anticipation notes for liquefied natural gas (LNG) projects from engaging in development, financing, construction, or operation of new LNG projects.

Prohibition applies only to LNG projects that produce or transport natural gas from state oil and gas leases north of 68 degrees North latitude to tidewater or in-state markets.

Defines "liquefied natural gas project" to include natural gas pipelines, gas treatment plants, LNG plants, and marine terminals.

Exempts natural gas distribution systems within municipalities that created or joined the port authority from the prohibition.

Takes effect immediately upon enactment.
