Authorizes the department to establish landing fees for aviation users of Deadhorse Airport to fund airport operation and maintenance.

Designates the James Dalton Highway between mileposts 413 and 415 near Deadhorse as a toll road for vehicles transporting personnel or goods for oil and gas developers, explorers, or producers.

Requires the department to annually set tolls so total collections approximately equal the maintenance costs caused by oil and gas industry use of the highway.

Exempts vehicles transporting personnel or goods for Alyeska Pipeline Service Company and non-oil/gas industry vehicles from paying tolls.

Allows vehicle operators to request reimbursement from oil and gas companies within 30 days and permits legal action in superior court if companies fail to reimburse, with prevailing operators entitled to attorney fees and court costs.

Takes effect January 1, 2019.
