Amends Alaska law to allow applicants filing for permanent fund dividends electronically to direct contributions to the state general fund, in addition to existing charitable and educational organizations.

Contributions to the general fund or organizations may be $25, $50, $75, $100, or more in $50 increments, up to the total dividend amount owed.

Requires the Department of Revenue to add the general fund to the public contribution list database and maintain searchability by organization name, geographic location, and type.

Establishes that seven percent of contributed money will be used for administrative costs, with applicants receiving a notice of this fee on the application form.

Prohibits the department from withholding a seven percent coordination fee for contributions directed to the general fund, though such fees apply to organizations, foundations, and university campuses.
