Adds affirmative defense to DUI prosecution under AS 28.35.030(a) for defendants who only operated a motor vehicle to use its heater or start it for heating purposes.

Requires defendant to prove that a reasonable person would seek shelter and heat given the temperature or weather conditions at the time of vehicle operation.

Requires defendant to prove they did not otherwise drive or attempt to drive the motor vehicle beyond starting it or using the heater.

Applies to offenses committed on or after the effective date of the Act.
