Adds municipalities and municipal agencies as eligible recipients on the permanent fund dividend contribution list, requiring separate applications to the Department of Revenue.

Prohibits law enforcement agencies from accepting donations under the new donation framework and specifies that no coordination fee is withheld from contributions directed to state agencies.
