Amends AS 08.54.790(12) to add water taxi operators to the exemption from Big Game Commercial Services Board regulation for transportation of big game hunters and their equipment.

Exempts water taxi operators from regulation when carriage of big game hunters, equipment, or harvested animals represents only an incidental portion of their business.

Defines "incidental" as transportation by water taxi operators who do not charge more than usual tariff or charter rates for big game hunter carriage.

Prohibits water taxi operators from advertising transportation services or big game hunting services to the public to qualify for the exemption, including advertising at trade shows or through hunt broker services.

Effective date: January 1, 2019.
