Changes minimum operating hours requirement for license renewal from 30 eight-hour days (240 hours) to 240 hours total during each of the two preceding calendar years.

Allows the board to approve issuance or transfer of beverage dispensary and restaurant/eating place licenses for tourist-related businesses without regard to population density limits, including hotels, motels, resorts, airport terminals, and roadhouses.

Requires roadhouses, lodges, and similar businesses to have 10 or fewer rental rooms, serve food or drink to tourists, be located on a National Scenic Byway, and be more than 25 miles outside incorporated city or unified municipality boundaries to qualify for exemption.

Creates new subsection allowing board approval for renewal or transfer of ownership of licenses issued under tourist trade exemptions, provided hotel/motel businesses maintain a dining facility on premises or kitchen facilities in majority of rooms and keep minimum rental room count from initial licensure.
