Amends AS 42.05 to add internet neutrality requirements for broadband utilities operating in Alaska, requiring public disclosure of network management practices, performance, and commercial terms.

Prohibits broadband utilities from blocking lawful content or degrading internet traffic based on content type, and from favoring certain traffic in exchange for compensation or to benefit affiliated entities, subject to reasonable network management exceptions.

Allows the commission to waive prohibitions on preferential traffic management if a utility demonstrates the practice would benefit public interest and not negatively affect the open nature of internet in the state.

Defines "broadband internet access service," "edge provider," and "end user" for purposes of the internet neutrality statute.

Adds violation of the internet neutrality statute as an unlawful practice under the Alaska Unfair Trade Practices and Consumer Protection Act (AS 45.50.471), effective for contracts entered into after the bill's effective date.
