Requires cosmetic manufacturers to disclose a full list of ingredients on their website for products manufactured, distributed, or offered for retail sale in Alaska, including ingredients in fragrances, flavors, and color additives.

Mandates ingredients be listed in descending order of predominance, except ingredients present at one percent or less concentration may be listed without regard to order.

Requires manufacturers to provide the same ingredient information required under 21 CFR 701.3(c) and include the Chemical Abstracts Service number for each ingredient, but does not require listing ingredient concentrations.

Makes failure to comply with cosmetic ingredient disclosure requirements a prohibited act enforceable by the commissioner of environmental conservation.

Effective date: July 1, 2018.
