Appropriates $386,000,000 for capital projects and grants across multiple state agencies, including $70,000,000 for education maintenance, $86,000,000 for University of Alaska deferred maintenance, and $40,000,000 for Anchorage Port of Anchorage project.

Funding sources include $280,000,000 from the Maintenance and Capital Fund, $98,000,000 in federal receipts, and $8,000,000 in University Restricted Receipts.

Appropriations are contingent on enactment of a payroll, income, or other broad-based tax by January 1, 2019, projected to generate at least $800,000,000 during fiscal years 2019-2021.

Port of Anchorage appropriation additionally requires the Municipality of Anchorage to appropriate at least $67,000,000 to complete phase 1 of the project.

Takes effect July 1, 2018, or retroactively to that date if enacted later, with capital appropriations lapsing under AS 37.25.020.
