Converts Alaska's budget process from annual to biennial (two-year) budgets beginning December 15, 2018, with the governor submitting comprehensive biennial appropriation bills every two years.

Requires the legislature to pass comprehensive biennial appropriation bills in the first regular session and interim appropriation bills in the second regular session to address unanticipated expenditures.

Suspends salaries of legislators and governor and denies per diem allowances if biennial or interim appropriation bills are not passed within the first 90 consecutive days of a regular legislative session.

Changes multiple state agencies' budget submission requirements from annual to biennial, including the Department of Education, health systems, workers' compensation commission, and various other departments and authorities.

Takes effect July 1, 2018.
