Consumer credit reporting agencies may not charge fees to place, remove, or provide access to a security freeze on credit reports or credit scores, except for a $2 fee to temporarily lift a freeze.

Parents, legal guardians, or conservators of minors may request security freezes without charge under the same terms as adult consumers.

Identity theft victims who provide a law enforcement complaint to the credit reporting agency are exempt from the $2 fee to temporarily lift a freeze.

Consumer credit reporting agencies must comply with freeze-lifting requests within 15 minutes for telephone or electronic requests, or within three business days for mail requests.

The notice of consumer rights regarding security freezes must be updated to state that freezes are obtained "without charge" rather than "for $5," and to clarify fee exemptions for identity theft victims.
