Changes the chairperson of the Controlled Substances Advisory Committee from the Attorney General to the President of the Board of Pharmacy or their designee.

Authorizes the Attorney General to schedule substances by emergency regulation without requiring the substance to be substantially similar to existing controlled substances, if necessary to avoid an immediate hazard to public safety.

Establishes emergency substance scheduling procedures requiring the Attorney General to assess danger, consult with the Controlled Substances Advisory Committee and Chief Medical Officer, and post 30-day public notice before implementation.

Extends the effective period for emergency substance scheduling regulations from 120 days to 720 days, with compliance requirements for full regulatory procedures to maintain the scheduling beyond the emergency period.

Excludes alcoholic beverages, marijuana, and tobacco from emergency substance scheduling authority.
