Creates a new felony offense of "misconduct involving a controlled substance in the second degree" classified as a class A felony for manufacturing or delivering Schedule IA controlled substances (25 grams or more, or 50+ tablets) or Schedule IIA/IIIA controlled substances (50 grams or more, or 100+ tablets).

Reclassifies existing controlled substance offenses by adding the new second degree charge, shifting third degree offenses to become fourth degree, fourth degree to fifth degree, and fifth degree to sixth degree.

Adds misconduct involving a controlled substance in the second degree as a predicate felony for murder in the second degree and murder of an unborn child charges.

Updates sentencing guidelines to maintain existing restrictions on active imprisonment and suspended sentences for the newly reclassified fifth and sixth degree offenses.

Applies to offenses committed on or after July 1, 2018 and updates related provisions in juvenile disclosure and property seizure laws to reference the new second degree offense.
