Creates the Alaska marijuana use prevention youth services grant program administered by the Alaska Children's Trust Board to fund community-based and statewide prevention programs targeting minors.

Establishes the Alaska marijuana use prevention, education, and treatment fund in the general fund, allowing the legislature to appropriate up to 50 percent of tax revenue from marijuana sales or other revenue sources.

Authorizes equal appropriations from the fund to the youth services grant program and a marijuana education and treatment program administered by the Department of Health and Social Services.

Limits grants to eligible entities (nonprofits, tribes, governments, schools) to three years or less and requires applicants to provide recreational programs with marijuana prevention education, mentoring, and positive recreational activities.

Directs the Department of Health and Social Services to administer a comprehensive marijuana education and treatment program including community-based prevention, public education, youth and adult surveys, public health monitoring, and substance abuse screening and treatment.
